Note: program participants are required to purchase/lease a qualifying GM vehicle every four years unless one of a limited number of exceptions applies.”
The Role
The Safety Assurance for Effective Autonomous Driving Software (SAFE-ADS) department, part of GM’s Global Product Safety, System, and Certification (GPSSC) organization, leads the development of a comprehensive safety case for automated driving systems (ADS). This work supports GM’s vision of zero crashes, zero emissions, and zero congestion.
As the AV Behavioral Regulatory Lead, you will report to the Head of AV Safety Strategy and Assurance and lead regulatory efforts related to AV behavior, including traffic law compliance and performance standards. You’ll collaborate with Legal, Government Affairs, and regulatory experts to ensure compliance, influence future regulations, and support incident reporting and inquiries. You’ll also work with the AV Safety Data Analysis team to define metrics for monitoring behavioral compliance, ultimately strengthening GM’s AV leadership and regulatory trust.
What You’ll Do (Responsibilities)
Strategy & Execution

Lead the regulatory strategy for the AV safety case, coordinating across GPSSC, Legal, Regulatory, and Government Affairs

Develop and execute a unified roadmap for regulatory arguments aligned with standards and best practices

Oversee state-level compliance strategies for traffic laws and first responder interactions

Engage with federal, state, and local regulators, understanding their roles and perspectives

Translate regulatory requirements into actionable engineering and operational plans

Track and ensure compliance with AV permitting, vehicle standards, and operator training
-
Prepare and deliver required reports (e.g., NHTSA Consent Order, DOJ DPA)

Support incident response and regulatory inquiries in coordination with cross-functional teams

Shape AV rulemaking at the state (lead) and federal (support) levels

Drive continuous improvement in regulatory engagement processes and tools
Technical

Apply technical judgment to align engineering solutions with regulatory requirements

Collaborate with engineers and data scientists to bridge technical and regulatory needs

Promote clear, data-driven safety metrics to demonstrate compliance and build regulator confidence

Identify risks, resolve conflicts, and ensure timely execution of compliance milestones
