Job Purpose
Senior Policy Specialist, Regulatory Affairs provides technically rooted advocacy, policy guidance and strategic expertise to Honda business units, to ensure alignment between Honda’s product direction and the existing (and future) regulatory landscape – helping inform thoughtful and strategic approaches to regulatory compliance, with particular emphasis on evolving technology topics including AV, PE/PSP and others. Specific activities include: gathering, synthesizing and sharing regulatory intelligence (including agency actions, competitor positions, views of policy thought leaders, among others); evaluating agency proposals (ANPRMs, NPRMs, etc.) for viability/alignment with Honda’s strategic direction; providing regulatory interpretations for existing and potential for new/nascent business areas; and supporting Division- and Business Unit-level initiatives as assigned. Reporting to the Director of Regulatory Affairs, this position will provide strategic support to help inform thoughtful engagement between Honda and regulatory agencies at both federal and state levels.
Key Accountabilities
Policy Sensing: Gather, synthesize and communicate regulatory intelligence to an array of stakeholders across Honda, to help inform thoughtful and strategic approaches to regulatory compliance. Serve as PRO’s in-house expert on Automated, Connected and Cyber items, and communicate insights to executive management and leadership for formal review.
Develop and present reports with clear and relevant actionable policy recommendations that directly link to current business areas of interest
Policy Advocacy: Support the development of regulatory comments (both Honda comments and those drafted by our trade association the Alliance for Automotive Innovation), by providing suggested edits and strategic policy suggestions. Feedback and edits should reflect a well-correlated internal position with relevant Department leads and stakeholders. Communicate policy direction to other stakeholders within and/or outside Honda, as needed
External Engagement: In support of Honda’s public views and strategic interests, interface with key external stakeholders (other OEMs, trade association staff/management, agency staff/management, etc.) as directed. On an ongoing basis, share within PRO the positions communicated with these stakeholders, to ensure proper team correlation
PRO Support: As directed by PRO leadership, support PRO initiatives. This includes project-based support at division and/or BU-level, and broader PRO initiatives (ad-hoc project management of new regulatory items that require cross domain support, leading waigayas, mentoring new associates, etc.), building upon our inclusive, respectful and positive “One team” environment, and consistent with the Honda Philosophy.
Qualifications, Experience and Skills
Bachelor’s or Master’s degree in a relevant field such as public policy, business administration, law, engineering or a related discipline, or equivalent experience
8-10+ years of experience in regulatory affairs, federal affairs, regulatory compliance project management, or a related field
Robust understanding of how laws and regulations are created, developed, approved and implemented
Robust understanding of automotive safety, connected, automated and cyber-related policy (at both federal and state levels)
Awareness of evolving automotive industry landscape
Broad understanding of the automotive industry (suppliers, dealers, customers)
Robust understanding of PE/PSP-related safety and environmental regulations at both the federal and state levels
Policy sensing, advocacy, and external engagement regarding automated, connected, safety and cyber-related topics. Communicate insights to executive management and leadership for formal review
Strong knowledge of Microsoft Office (Word, PowerPoint, Excel, Outlook)
Excellent communication skills to clearly and effectively convey regulatory insights, concepts and policy positions to diverse stakeholders through written and verbal methods.
Leadership abilities to inspire and guide teams towards proactive regulatory adherence.
Project management skills to develop and execute comprehensive plans efficiently.

Periodic travels upto ~ 15% - largely domestic and possibly some int'l - is part of this role.
